Good catch.  Didn't pick up on that at first as I was too busy scratching my head on, "Well, most of the entities that proposed mask mandates don't receive any government funding?"  But then yeah, to your point, he actually stated the opposite of the red meat he had intended to throw his base.  And so we're all agreed, from now on...it's not "the base", or "MAGA"..........it's "Me Boys."

Political hatred for the man aside, I am honestly shocked his opening number was 5%.  For such a "brilliant negotiator", he could probably have asked for 15-20% and likely gotten it to both collect much needed cash and 'permit' the other candidate to show fealty/save face.  Effectively getting them into "who likes Trump the mostest out of everybody in our homeroom class" kinda thing.  Which may very well still unfold.

When you have no agenda except kleptocracy and extortion, it makes it easy to not trade in favors. He has no respect or understanding of branches of government and believes he’s king.

Couple of things - first, they know quite a few in toss up races might be willing to “donate” more money for his endorsement.  And make no mistake, this is him selling his endorsement.  Sure, if you send only %5, that just means you get to use his words or his photo (I’m sure the RNC has a press kit with ready-to-go photos), but if you send more, you might get a truth.social post, or if you send a big chunk, you might get a video.

Second, a lot of races are not competitive for Republicans, the (R) next to their name is more important than a Trump photo, and their budgets can be pretty thin and/or they want to save as much as they can for future campaigns.  15-20% is a hefty fee for something that might only get them a few points and MAGA won’t be donating to them personally to help make up that 15-20%, they’ll be donating to Donnie.  It would be embarrassing if they asked for 10% or more and a lot of Republicans said “nah, we’re good”.   5% minimum is a decent sweet spot, given how many will probably toss in more for some special attention, and how many won’t care about 5%.

I do love that even if you took a photo with Trump a year or two ago, or got an endorsement for the last election, you now have to pony up 5% of everything you take in if you want to continue using it.  That’s brilliant and is such a shitty thing to do, but completely on-brand for today’s GQP, and I think it’s pretty savvy.
