Huh?  What in either my posts or the article leads you to believe that the inaction that's happening is caused by a desire to not overreact?  Are you referring to desentization due to the frequency of shootings?  That's just psychology.  We normalize that which happens often. Fortunately,  it's specific anecdotes like the one you mentioned that tend to snap us out of it. At least until the next one.

Saw a tweet the other day from a hospital that said they still have a child from Robb Elementary -- more than a month later. It's so easy to focus on those that died, but the injured (both physically and mentally) and scores higher.

It would make no difference.  But maybe if they said that it was a Trump-run false flag designed to get people to vote GOP, and cited a secret spy man who posts on message boards in code, it would work.
